You can put your charging devices into this bin and then slide the cup holders back over the top.  This can cut down on the temptations to take a quick look at incoming tests while you are driving.  It also has a small routing port for electronic cords that passes through the bin under the cup holders to the open storage area under the floating center stack, which is large enough to easily handle a purse.  That way you can free up your passenger seat for just that, a passenger.
